step 1 >> open an image

step 2 >> choose Elliptical Marquee Tool >> select the place u want to feather it

step 3 >> filter menu >> blur >> Gaussian blur

step 4 >> copy and paste the starfish to the building image

step 5 >> hold the alt key >> add more starfish >> change the layer >> adjust the size & angle

step 6 >> Filter menu >> Blur >> Gaussian Blur

step 7 >> Filter menu >> Blur >> Radial Blur

step 8 >> add one more layer of starfish >> add layer mask >> black color

step 9 >> choose brush tool >> click on the starfish

step 10 >> place the TV screen in 

step 11 >> add a layer style >> drop shadow >> choose lasso tool >>

step 12 >> Filter menu >> Blur >> Gaussian Blur >> add layer mask 

 step 13 >> adjust the opacity
